NOTICE IS GIVEN that the Special Municipal Election is to be held in the City of Redondo Beach, on November 4, 2014 at which there will be submitted to the voters the following measures:

REDONDO BEACH CHARTER AMENDMENT:   Shall Section 26 of Article XXVI of the Redondo Beach Charter be amended to permit a person to serve up to three full terms as a Councilman, from any combination of districts, and up to three full terms as Mayor by extending term limits from two to three terms? YES

REDONDO BEACH CHARTER AMENDMENT:   Shall Section 16.7 of Article XVI of the Redondo Beach Charter be amended to permit a person to serve up to three full terms as a member of the Board of Education by extending term limits from two to three terms? YES

NOTICE IS GIVEN that pursuant to Article 4, Chapter 3, Division 9 of the Elections Code of the State of California, the legislative body of the City, or any member or members thereof authorized by the body, or any individual voter or bona fide association of citizens, or any combination of voters and associations, may file a written argument, not to exceed 300 words in length, accompanied by the printed names(s) and signature(s) of the author(s) submitting it, or submitted on behalf of an organization, the name of the organization, and the printed name and signature of at least one of its principal officers who is the author of the argument, for or against the City measures.

NOTICE IS FURTHER GIVEN that, based upon the time reasonably necessary to prepare and print the arguments and sample ballots for the election, the Los Angeles County Clerk/Registrar Recorder has fixed Friday August 15, 2014 by 5pm, during normal office hours, as posted, as the date after which no arguments for or against the City measures may be submitted to the County Clerk/Registrar Recorder for printing and distribution to the voters as provided in the Article 4. Arguments shall be submitted to the City Clerk/Elections Official, accompanied by the printed name(s) and signatures(s) of the author(s) submitting it, or if submitted on behalf of an organization, the name of the organization, and the printed name and signature of at least one of its principal officers who is the author of the argument, at City Hall, 415 Diamond Street, Redondo Beach, California, City Clerk’s Office, Door C.  Arguments may be changed or withdrawn until and including the date fixed by the Los Angeles County Clerk/Registrar Recorder.

NOTICE IS FURTHER GIVEN that the Los Angeles County Clerk/ Registrar Recorder has determined that  rebuttal arguments, not to exceed 250 words in length, as submitted by the authors of the opposing  direct arguments, may be filed with the City Clerk/Elections Official, accompanied by the printed name(s) and signature(s) of the author(s) submitting it, or if submitted on behalf of an organization, the name of the organization, and the printed name and signature of at least one of its principal officers who is the author of the argument, has fixed Monday August 25, 2014, by 5pm, during normal office hours, not more than 10 days after the final date for filing direct arguments.

NOTICE IS FURTHER GIVEN that any Charter Amendment, impartial analysis, or direct argument filed under the authority of the elections code will be available for public examination in the City Clerk/Election Official’s Office for not less that 10-calendar days from the deadline for the filing of the arguments and analysis. Any rebuttal argument filed under the authority of the elections code will be available for public examination in the City Clerk/Elections Official’s Office for not less than 10-calendar days from the deadline for filing rebuttal arguments.

NOTICE IS HEREBY GIVEN that the City of Redondo Beach, California, will receive proposals for performing the following:

Beach Cities Transit – Transit Operation & Maintenance of Fixed Route & Dial-A-Ride Services Request For Proposals (RFP)# 1415-001

Proposals will be received by the City Clerk of the City of Redondo Beach, 415 Diamond Street, Door C, Redondo Beach, California, until 3:00 p.m.PDT on September 8, 2014.

A pre-proposal conference is scheduled for 10:30 a.m., August 18, 2014 at Redondo Beach City Hall, 415 Diamond St., Redondo Beach, CA 90277.

Project Title: Legado Mixed-Use Project

Project Location: 1700 S. Pacific Coast Highway, Redondo Beach (southeast corner of Pacific Coast Highway and Palos Verdes Boulevard)

Project Description: The 4.275 acre project site is currently developed with a 110-room hotel (Palos Verdes Inn) and 28,354 square feet (SF) of retail space, including a 21,130 SF former Bristol Farms grocery store and 7,224 SF of other retail space.

The project includes the demolition of all on-site retail space, the construction of a mixed-use (residential/commercial) development and renovation of the existing hotel.

The mixed-use development consists of 180 residential apartment units including affordable nine (9) units for very low income qualified residents. The Applicant (Legado Redondo, LLC) has requested a Density Bonus under Government Code Section 65915-65918 of State Law, which includes a and  a concession or incentive, a waiver or reduction inof development standards (height and stories) and new parking standards. As currently planned, the commercial component will consist of approximately 37,600 SF of neighborhood-serving commercial development. A total of 614 parking spaces will be provided; with 552 spaces in a parking structure; and the remaining 62 spaces in a surface parking lot. The project is designed to be three and four stories above grade.

Public Review Period and Written Comments: In compliance with (a) the CEQA Guidelines Section 15072, 15073, 15105 and the City’s Municipal Code, the 30-day public review period for the Initial Environmental Study and proposed Mitigated Negative Declaration begins on August 87, 2014 and ends on September 8, 2014 at 5:30 p.m. (comments must be received by this time). When submitting comments, please include the name of a contact person at your agency or organization. Public Hearing:  The Planning Commission of the City of Redondo Beach is scheduled to hold a public hearing on the Project on November 20, 2014 at 7:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach CA, 90277.  At the hearing, the Planning Commission will review and consider the approval/certification of a Mitigated Negative Declaration/Initial Environmental Study, a Conditional Use Permit, Design Review, Landscape and Irrigation Plan, a Minor Subdivision (Vesting Tentative Tract Map No. 72662) and a request for a Density Bonus under Government Code Section 65915-65918 of State Law, which includes a  and  a concession or incentive, a waiver (concession) or reduction in of development standards (height and stories) and new parking standards. The Planning Commission’s procedures generally include a presentation by staff, a question and comment period open to the public and the applicant/subdivider, followed by deliberations by the Planning Commission.

If you challenge the Project Approvals in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Redondo Beach at, or prior to, the public hearing.

Document Availability: The Mitigated Negative Declaration, Initial Environmental Study, and all documents referenced are available for review at the City of Redondo Beach, Community Development Department,  Planning Division counter, 415 Diamond Street, Door E, Redondo Beach, CA 90277 during Planning Division operating hours of 7:30 a.m. to 5:30 p.m. with the counter being closed for lunch from 12:00 noon to 1:00 p.m.  City Hall is closed every other Friday.
