NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD BEFORE THE PLANNING COMMISSION OF THE CITY OF REDONDO BEACH ON THE FOLLOWING MATTER.  ANY AND ALL INTERESTED PERSONS MAY APPEAR AND BE HEARD.

SUBJECT OF THE HEARING:  Consideration of an Exemption Declaration, Conditional Use Permit, and Overlap Parking to allow the operation of a personal improvement service fitness facility as an ancillary use within an existing industrial building on property located in an Industrial (I-1A) zone.

LOCATION OF PROPOSED PROJECT:  2015 Manhattan Beach Boulevard, Redondo Beach. (Legal description on file)

HEARING WILL TAKE PLACE:  Thursday, October 16, 2014 at 7:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach.

CALIFORNIA ENVIRONMENTAL QUALITY ACT: The project is Categorically Exempt, pursuant to Section 15301 of the Guidelines of the California Environmental Quality Act (CEQA).

NOTICE IS HEREBY GIVEN THAT A PUBLIC HEARING WILL BE HELD BEFORE THE PLANNING COMMISSION OF THE CITY OF REDONDO BEACH ON THE FOLLOWING MATTER.  ANY AND ALL INTERESTED PERSONS MAY APPEAR AND BE HEARD.

SUBJECT OF THE HEARING: Consideration of the adoption of an Ordinance adding Chapter 6 Public Art Funding Mechanisms to Title 10 of the Redondo Beach Municipal Code to Planning and Zoning.

PROJECT LOCATION: City-wide

PROJECT DESCRIPTION: The project consists of the adoption of an Ordinance adding Chapter 6 Public Art Funding Mechanisms to Title 10 of the Redondo Beach Municipal Code to Planning and Zoning, which will establish funding mechanisms for public art based on the following:

  1. Contributions made by private developers to contribute to public art based on a percentage of the cost of their projects:
    1. for non-residential projects and/or
    2. residential projects of 3 units or greater and/or
  2. A requirement that the City fund public art based on a percentage cost of eligible Capital Improvement Projects; and/or
  3. Allow for the designation of a percentage of the funds for the purpose of the administration and maintenance of the public art; and
  4. That all projects shall be approved by the Public Art Commission; and
  5. To continue to allow for other funding sources including but not limited to donations, grants, and sponsorships.

CALIFORNIA ENVIRONMENTAL QUALITY ACT:

In compliance with the California Environmental Quality Act (CEQA) of 1970, as amended, and State and local guidelines adopted pursuant thereto, this Ordinance is not subject to the CEQA pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment)  and 1560(c)(3) (the activity is not a project as defined in Section 15378(a) of the CEQA Guidelines because it has no potential for resulting in physical change to the environment, directly or indirectly.
