NOTICES

 (1) NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL OF THE CITY OF REDONDO BEACH;

 (2) NOTICE OF INTENT TO ADOPT A

MITIGATED NEGATIVE DECLARATION;

 (3) NOTICE OF INTENT TO ADOPTAMENDMENTS TO THE 2013-2021 HOUSING ELEMENT OF THE GENERAL PLAN.

 Notice is hereby given that the City of Redondo Beach as lead agency for compliance with the California Environmental Quality Act (CEQA), intends to adopt Mitigated Negative Declaration No. 2013-12-IES-MND-002, which has been prepared for the project pursuant to the Redondo Beach Municipal Code, and the CEQA Guidelines.

Project Location: City-wide

Project Description: The project consists of updates to the2013-2021 Housing Element of the Redondo Beach General Plan.  Consistent with State law, the Housing Element sets forth goals, objectives and policies to guide future residential development in the City and to ensure the provision of housing opportunities for all current and future residents.

Findings/Determination: The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment after implementation of mitigation measures, this conclusion is supported with substantial evidence in the Initial Environmental Study. The City hereby proposes to adopt a Mitigated Negative Declaration for this project.

Public Review Period and Written Comments: In compliance with the CEQA Guide lines Section 15105 (b) and the City’s Municipal Code, the public review period for the proposed Mitigated Negative Declaration/Initial Environmental Study began on January 2, 2014 and ended on January 23, 2014 at 5:00 p.m. Any written comments received were incorporated into the final environmental document. The project and the accompanying environmental documentation was considered by the Planning Commission at a duly noticed public hearing on February 20, 2014 at which time the Planning Commission recommended that the City Council certify the Mitigated Negative Declaration and adopt the amendments to the 2013-2021 Housing Element.

Public Hearing: The City Council of the City of Redondo Beach is scheduled to hold a public hearing on the certification of Mitigated Negative Declaration No. 2013-12-IES-MND-002 and adoption of amendments to the 2013-2021 Housing Element on Tuesday, March 18, 2014, at 6:00 p.m., or as soon thereafter as possible, in the City Council Chambers, 415 Diamond Street, Redondo Beach CA, 90277.The City Council’s procedures generally include opening the public hearing, a presentation by staff, and a question and comment period open to the public.

Document Availability: The Mitigated Negative Declaration, the Initial Environmental Study, and 2013-2021 Housing Element as amended are available for review at the City of Redondo Beach City Hall, Door E, Planning Division, 415 Diamond Street, Redondo Beach CA, 90277, the City of Redondo Beach Main Library, and the City of Redondo Beach North Branch Library.

If you challenge this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City Council at, or prior to, the public hearing.

NOTICE IS HEREBY GIVEN that the City of Redondo Beach, California, will receive sealed bids for the following:

Bids will be received by Purchasing, 415 Diamond St., Door C, Redondo Beach, up to the hour of 11:00 a.m., Thursday, March 20, 2014 at which time they will be publicly opened and read aloudBids received after specified date and time will be considered late and returned to the bidder unopened.  Each bid shall be submitted on a bid form obtained from Purchasing and in a sealed envelope with the bid number and the name and address of the bidder appearing on the outside of the envelope.  No bid shall be submitted by telephone, fax, or electronic mail.  The City of Redondo Beach reserves the right to reject any and all bids received and, to the extent permitted by law, to waive any irregularities in the bid.
