NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL TO OBTAIN INPUT ON HOUSING AND COMMUNITY DEVELOPMENT NEEDS FOR THE CITY’S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) 2015-2020 CONSOLIDATED PLAN

NOTICE IS HEREBY GIVEN that the City Council of the City of Redondo Beach, California will hold a public hearing on Tuesday, March 17 2015, at 6:00 p.m. in the Council Chambers of the City Hall, 415 Diamond Street, Redondo Beach, California.  The purpose of this hearing is to discuss the 2015-2020 Consolidated Plan process and receive public input regarding housing and community development needs for possible incorporation into the City’s CDBG 2015-2020 Five-Year Consolidated Plan.

The Consolidated Plan is a federally mandated plan that identifies priority housing and community development needs in the community and proposes a strategy to address the City’s overall housing and community development needs utilizing federal CDBG funds.

The CDBG Program provides federal funds for a wide variety of housing and community development projects to provide: decent housing, a suitable living environment and expanded economic opportunities. Activities assisted with CDBG funds must meet one of three national objectives. The national objectives of the CDBG Program include activities that must principally benefit low and moderate-income persons, aid in the prevention or elimination of slums and blight, or meet other community development needs having a particular urgency. The Department of Housing and Community Development (HUD) announced the final CDBG allocations for fiscal year 2015-2016 indicating the City’s CDBG allocation for fiscal year 2015-2016 is $266,182. This represents an approximate 3% reduction from last year’s funding level.

NOTICE IS HEREBY GIVEN that the City of Redondo Beach has prepared a Draft 2015-2020 Five-Year Consolidated Plan identifying programs that will be assisted with the City’s Community Development Block Group (CDBG) funds. The Consolidated Plan is a federally mandated document that identifies priority housing and community development needs in the community and proposes a strategy to address the City’s overall housing and community development needs utilizing federal CDBG funds. The CDBG program is funded by the U.S. Department of Housing and Urban Development (HUD).

CONSIDERATION OF AMENDMENTS TO THE CITY’S LOCAL COASTAL PROGRAM (LCP) AND ADOPTING THE SUBMITTAL OF THE LCP AMENDMENTS TO THE CALIFORNIA COASTAL COMMISSION IN ACCORDANCE WITH THE PROVISIONS OF PUBLIC RESOURCES CODE SECTION 30510(a) AS PROGRAMS THAT WILL TAKE EFFECT AUTOMATICALLY UPON COMMISSION APPROVAL PURSUANT TO PUBLIC RESOURCES CODE SECTIONS 30512, 30513, AND 30519

In 2011, the City Council adopted Ordinance Nos. 3068-11, 3075-11, and 3078-11 which approved several amendments to the City’s Planning documents, including its LCP, related to three categories of development standards (1) Commercial Parking standards, (2) Mixed-Use zone development standards, and (3) Personal Improvement Services standards. The Coastal Act (Pub. Res. Code § 30514(a)) requires that a certified local coastal program and all local implementing ordinances, regulations, and other actions may be amended by the appropriate local government and that such amendments must be certified by the Coastal Commission.  The City Council will consider the submission of the LCP amendments to Coastal Commission for certification at the public hearing.

ORDINANCE NO. 3128-15

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, AMENDING MUNICIPAL CODE SECTION 3-7.101, TO AMEND THE DEFINITION OF “ALLEY”.

WHEREAS, in order to ensure clarity in the Redondo Beach Municipal Code, the definition of alley needs to be amended; and

WHEREAS, the proposed amended definition of alley is consistent with the California Vehicle Code definition of alley; and

WHEREAS, the proposed amended definition will allow for more efficient enforcement of alley parking and other regulations in Title 3, Chapter 7 of the Redondo Beach Municipal Code.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF REDONDO BEACH, CALIFORNIA, DOES ORDAIN AS FOLLOWS:

SECTION 1.   Title 3 Chapter 7, Article 1, Section 3-7.101, subsection (b) of the Redondo Beach Municipal code is hereby amended to read as follows:

“(b) “Alley” means a highway having a roadway not exceeding twenty-five (25) feet in width which is primarily used for access to rear or side entrances of abutting property.”

SCTION 2.  INCONSISTENT PROVISIONS.  Any provisions of the Redondo Beach Municipal Code, or appendices thereto, or any other ordinances of the City inconsistent herewith, to the extent of such inconsistencies and no further, are hereby repealed.

SECTION 3.  SEVERANCE.  If any section, subsection, sentence, clause, or phrase of this ordinance is for any reason held to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of the ordinance.  The City Council hereby declares that it would have passed this ordinance and each section, subsection, sentence, clause, and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, or phrases be declared invalid or unconstitutional.

SECTION 4.  PUBLICATION AND EFFECTIVE DATE.  This ordinance shall be published by one insertion in The Beach Reporter, the official newspaper of said city, and same shall go into effect and be in full force and operation from and after thirty (30) days after its final passage and adoption.
