Proposals will be received by Purchasing, 415 Diamond St., Door C, Redondo Beach, up to the hour of 4:30 p.m., Thursday, April 23, 2015. Proposals will not be publicly opened.

Notice to Contractors Inviting Bids

NOTICE IS HEREBY GIVEN that sealed proposals for performing the following described work will be received at the office of the City Clerk of the City of Redondo Beach, 415 Diamond Street, Door C, Redondo Beach, California, until 10:00 A.M. on April 23, 2015.  Thereafter said bids will be publicly opened and read in the City Clerk’s office of said City.

City Yard Drainage, Sewer Diversion and Resurfacing Project

The project work shall include the following tasks:

The work to be performed under this contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles and furnishing all labor and services, including power, water, and essential communications, and performing all work, and other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents.  The Public Works Yard is located at 531 N. Gertruda Avenue in the City of Redondo Beach.  This project will bring the site into compliance with the Sanitation Districts of Los Angeles County Policy on Rainwater, Groundwater and other Water Discharges.  This Policy limits the amount of runoff that can be discharged to the sewer during rain events and requires the City to comply with the Policy’s Automatic Diversion requirements (only the first 0.1 inch of rainfall to the sewer).

The City is building a pump station to comply with the District’s Policy.  Rainfall from the site will flow from two existing and one new catch basin to a new 6-foot diameter wet well, through new gravity pipes.  The pump will discharge flow through a new stainless steel forcemain and connect to a new PVC gravity line that ties into a new precast clarifier.  From here, flow travels by gravity and connects to an existing sewer.  After 0.1 inch of rainfall, this pump will be automatically deactivated by the existing rain gauge.  The wet well will continue to fill up and drain by gravity through an overflow pipe which connects to the existing storm interceptor.  From the interceptor, flow drains through an existing pipe, terminating in the gutter.  Two existing valves will be replaced with a new plug valve and motor actuator, the rain gauge will be connected to this valve.  After 0.1 inch of rain fall, the rain gauge will close this valve.  This will cause the bin area to fill up and store the low water quality runoff until 24 hours after the rain event passes when it will then be discharged to the sewer.

The proposed major scope of work task will include dewatering as necessary for construction (contractor to obtain necessary permits, including a possible NPDES and/or Sanitation Districts); shoring; construction of a 6-foot diameter, 10-foot deep, T-lock lined precast concrete wet well with cast-in-place reinforced concrete base; one (1) slide rail 2 hp 120 gpm HOMA submersible pump in addition to one spare pump; piping; pipe supports; H20 rated 30”x 24” 316 stainless steel access hatch; float switches; and furnishing and installation of a pump control panel; modifications in the existing diversion valve vault, installing a new 6-inch PVC closure piece, and a 6-inch motorized full port plug valve with manual handwheel actuator; construction of a H20 rated 1000 gallon clarifier; 13”x24” traffic rated box with galvanized steel H20 rated checker plate cover,  2-inch 316 stainless steel full port ball valve, and vent line; construction of approximately 11 LF of 2-inch 316 stainless steel forcemain, 40 LF of 4-inch PVC DR 14 AWWA C900 gravity pipe; 85 LF of 6-inch PVC gravity pipe; 15 LF of 6-inch PVC drain pipe; and 140 LF of 12-inch PVC gravity pipe; connections to the existing 6” VCP sewer; modify existing trench drain to accommodate a new 12-inch PVC gravity pipe, and plug existing 6” outlets; core drill existing drain box; removal of 6-inch VCP piping, removal of 6-inch PVC piping, and filling of approximately 110 feet of existing 6-inch PVC piping with low strength slurry mix; connecting the existing rain gauge to pump control panel and to the new valve; site resurfacing improvements including grading, grinding, asphalt and reinforced concrete paving, and an asphalt concrete berm.

 

The estimated cost of the above described work is $525,000.  Bidders shall have an active Class “A” license from the Contractor’s State License Board at the time of submitting bid.

In accordance with Labor Code Section 1770 et seq., this Project is a “public work,” and thus, the Contractor and any Subcontractors must pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages.  Copies of those rates are on file with the Director of Public Works, and are available to any interested party upon request.  Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site.

No contractor or subcontractor may be listed on a bid proposal for a public works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 [with limited exceptions from this requirement for bid purposes only under Labor Code section 1771.1(a)].

No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.

This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations.

Ten percent of the payments due to the successful Contractor shall be withheld by City as retention for performance security, but the Contractor may substitute securities for said retention pursuant to Section 7.04 of the General Conditions.

If the Project includes the construction of a pipeline, sewer, sewage disposal system, boring and jacking pits, or similar trenches or open excavations, which are five feet or deeper, the bid shall contain, as part of the lump sum bid package, adequate sheeting, shoring, and bracing, or equivalent method, for the protection of life or limb, which shall conform to all applicable safety laws, rules, regulations and orders.

If the Bidder is awarded the contract, the contract shall be terminated and the bid bond forfeited if the Bidder fails to provide the applicable insurance certificates and bonds within the time set forth in Section 21 of the Instructions to Bidders.

Proposals (bids) to perform the work shall be made on the forms provided by the City Engineer and shall be submitted complete, including bid bond and list of subcontractors, in accordance with the Instructions to Bidders and other requirements of the bid document.  In order to qualify to bid this project, bidders must obtain and properly execute a hardcopy of the contract documents.  Contract documents may be obtained from the City’s Engineering Services Division, 415 Diamond Street, Door E, Redondo Beach, CA  90277, for a non-refundable fee of $30 per set.  Contract documents may be obtained by mail by paying an additional charge of $10.  Contract documents may also be obtained by FEDEX by providing recipient account information and paying an additional charge of $5.  Contact project manager, Geraldine Trivedi, at 310-318-0661 ext. 2036 for questions regarding this project.
