TRAFFIC COUNTS HOSED: Someone's been tampering with the hoses laid in downtown Manhattan Beach to measure summer traffic counts in conjunction with the Metlox/Civic Center Environmental Impact Report. Two weekends ago, traffic engineers placed 13 hoses out to count cars in and around the downto

wn area, only to discover that five had been ripped out of the counter boxes. Last weekend, when the hoses were out again, another two were sabotaged. The traffic engineers say that the hoses do not come out of their boxes by accident. A man last week reported seeing an "elderly lady" removing hoses from their boxes. Community Development Director Richard Thompson said the tampering would delay release of the draft EIR, but he did not know by how long.

POLITICALLY CORRECT CIRCA 1950? From the third issue of the Mira Costa High School newspaper "La Vista," published in December, 1950: "Libby Wikoss, a real cute freshman around school, is fourteen and she has blue eyes and beautiful blonde hair that everyone admires. She likes to hear the song 'All My Love' even though it is a little old. Her favorite sports are swimming and basketball and she likes to go to the football games. . .Her favorite type of food is Spanish and her favorite subject is Spanish. . ." Incidentally, the story's headline was "Cute Frosh Blonde Goes For Spanish."

ASK NOT FOR WHOM THE BELL TOLLS: Monday's Manhattan Beach Parks and Recreation Commission hearing on Sand Dune Park was spiced by a nearby resident who complained about municipal code violations occurring daily at the park, in the form of loud noise, trash tossing and personal training. This was based on his personal observations, gleaned from his morning and evening walks through the park with his two dogs. The resident challenged the Commission to enforce the posted rules by writing tickets on the spot. One Commissioner suggested that the resident should receive the first ticket: the code prohibits dogs in the park at all times.

BOGERT THAT BOOK: Daily Breeze columnist John Bogert is entitled to refer to Torrance as "Borrance." He works there. But what gave Hollywood producer Lynda Obst the right to write, "This stuff can't even sustain a mediocre dinner party in Torrance anymore." Obst cutting comment appeared in her Sunday "LA Times" review of "American Rhapsody" -- "Basic Instinct" screenwriter Joe Eszterhas' self-indulgent account of Clinton's and Eszterhas' sex lives. Obst is the author of "Hello, He Lied: And Other Truths from the Hollywood Trenches." If only Hollywood writers weren't as boring as Torrance dinner parties.

STRETCHING SHAQ: HB's Planet Yoga did its part to take the Los Angeles Lakers to the NBA title, holding special classes once and twice a week for Shaq, Kobe and the rest of the team, including head coach Phil Jackson, who's into that whole mind-body thing. Planet Yoga owner Leeann Carey and fellow instructor Amy Wheeler led the classes on the Lakers' basketball floor from March until about playoff time. "We kept it quiet. We felt that was the appropriate thing to do," Carey said. She added that the Lakers were "Great. They were very open to it."

THOSE WACKY COMMISSIONERS: The HB city council appointed three new planning commissioners: Pete Tucker, Ronald Pizer and Langley Kersenboom, whose application included the pledge that as a commissioner he would "overlook future planning decisions." The council passed on candidate Joel Shapiro, whose application included the bona fide that "Each and every day after I walk our dog, I pick up after him."

STRETCHING TURKEY: Beth Shaw of HB's YogaFit has returned from a training tour of prestigious health clubs in Istanbul, offering Turkish fitness instructors "a Western version of an Eastern tradition." She made quite a media splash, drawing coverage from Turkish CNN, dominating the Lifestyle front page of the nation's number one newspaper and giving interviews to Turkish editions of "Cosmo" and "Marie Claire"...
